During the February 25, 2009 Fox Canyon Groundwater Management Agency Board of Directors meeting, the Board adopted Emergency Ordinance D, which imposed a temporary moratorium on the issuance of new or expanded well permits and a four acre-feet per acre cap on irrigation efficiency based allocations in the West, East, and South Las Posas Groundwater Basins (“Las Posas Basins”). A primary purpose of the moratorium is to create a “time-out” during which a Basin-Specific Management Plan (BSMP) for the Las Posas Basins can be developed. The BSMP is being developed by Calleguas Municipal Water District with stakeholder input from the Las Posas Users Group. The Users Group meets monthly to discuss the BSMP, Fox Canyon Groundwater Management Agency items, and local pumping issues. The Fox Canyon Groundwater Management Agency encourages stakeholder participation in the Las Posas Users Group.
